Enterprise Payslip Distribution via WhatsApp
Your payroll system handles generation. wabill handles delivery. Upload your payslip PDFs and we deliver them password-protected straight to every employee's WhatsApp. No email, no ESS portal, no printing.
The problem
72% of South Africa's workforce are deskless workers with no access to company email or HR portals (Ventureburn, 2024). But 94% of SA internet users have WhatsApp (DataReportal, 2025). Your employees already have the delivery channel in their pocket.
Why enterprises need this
Most South African businesses run payroll on established systems like Sage VIP, SAP, or PaySpace. The payroll is done. The payslips exist. The problem is getting them to employees.
Paper distribution costs R5 to R20 per payslip per month (JemHR, 2024). For a company with 1,000 employees, that is R60,000 to R240,000 a year on printing and logistics alone. One South African tile manufacturer reported spending 27 hours every month distributing payslips to 1,100 workers (JemHR, 2024).
ESS portals solve the cost problem but create an access problem. Many employees never adopt HR self-service tools, citing poor communication and access barriers. When your workforce operates across shifts on the factory floor, in the field, or on the road, a portal they need to log into on a computer does not work.
How wabill distribution works
- Import your employee list via CSV (one-time setup): name, phone number, ID
- Export payslip PDFs from your existing payroll system each month
- Upload the PDFs to wabill as a ZIP file or individually
- wabill matches each PDF to the right employee by ID or name
- Each payslip is password-protected and delivered to the employee's WhatsApp
- Track delivery status in real time: sent, delivered, read, or failed
- Reissue any payslip with one click if an employee needs it again
Works with your payroll system
wabill does not replace your payroll software. It plugs into the end of your existing process. If your system generates payslip PDFs, we can deliver them.

Security and compliance
Payslips contain sensitive personal information: salary, deductions, ID numbers, tax details. wabill is built with this in mind.
BCEA Section 33: payslip delivery
The Basic Conditions of Employment Act requires employers to provide written payment particulars on each payday. The Electronic Communications and Transactions Act (ECTA), Section 12, confirms that electronic documents satisfy the “in writing” requirement. The Labour Court upheld this in Sihlali v SABC.
POPIA Section 19: security safeguards
POPIA requires “appropriate, reasonable technical and organisational measures” to protect personal information. Password-protected PDFs combined with WhatsApp's end-to-end encryption satisfy this standard. Payslip delivery itself falls under “compliance with a legal obligation” (BCEA), so separate employee consent for the act of delivery is not required.
Password-protected PDFs
Every payslip PDF is encrypted with a password before delivery. Only the employee can open it. This mirrors the approach used by South African banks and major payroll providers like Sage VIP for sensitive financial documents.
The cost of doing nothing
Paper payslip distribution is not just inconvenient. It is expensive, time-consuming, and creates compliance risk.

FAQ
Is it legal to send payslips via WhatsApp in South Africa?
Yes. The Electronic Communications and Transactions Act (ECTA), Section 12, provides that a document required to be 'in writing' is satisfied by a data message accessible for subsequent reference. The Labour Court confirmed this principle in Sihlali v SA Broadcasting Corporation Ltd. A password-protected PDF payslip delivered via WhatsApp meets the BCEA Section 33 requirement for written payment particulars.
Which payroll systems does wabill work with?
Any system that generates payslip PDFs. This includes Sage VIP, Sage 300 People, SAP SuccessFactors, PaySpace (Deel), SimplePay, Labournet, CRS Technologies, and custom in-house systems. Export the payslip PDFs from your payroll software, upload them to wabill, and we deliver them.
How are payslips protected?
Every payslip PDF is password-protected before delivery. The password is typically the employee's ID number or a value you choose. WhatsApp itself uses end-to-end encryption, meaning no third party (including WhatsApp) can read the content in transit. This combination satisfies the 'appropriate, reasonable technical measures' standard under POPIA Section 19.
What if an employee doesn't have a smartphone?
WhatsApp runs on entry-level smartphones available from under R1,000 in South Africa. Following the 2025 removal of the 9% excise duty on devices under R2,500, first-time smartphone buyers increased by 16% (Connecting Africa, 2025). For the small number of employees without smartphones, you can download their payslip PDFs from the wabill dashboard and distribute them through an alternative channel.
How long does it take to distribute payslips?
Upload your payslip PDFs, confirm the matching, and hit send. A batch of 500 payslips typically completes in under 10 minutes. Compare that to the 27+ hours per month a manufacturer with 1,100 employees reported spending on manual distribution.
How does pricing work?
R10 per employee per month with a minimum of R99/month. Your first month is free for up to 10 employees. After the trial, you are billed monthly based on your active employee count. No per-message fees, no setup fees.
